As soon as the news of a Russian fighter jet carrying a radar signature over western Ukraine erupted on Tuesday — and it seems to have been confirmed by Western intelligence officials — Russian President Vladimir Putin issued a furious response in which he demanded to know where the radar was coming from.

“We know where the radar is coming from,” Putin said, according to the Kremlin statement on Tuesday, adding that the West has been unable to come up with a satisfactory explanation.

“If there is an airborne radar that cannot be located by a simple check of the map, then this is a clear sign of a deliberate and concerted attempt to sow discord and stir the public up into hysteria.”

In the statement, Putin also accused the U.S. and NATO of failing to live up to their obligations under international law in its military actions toward Eastern Europe.

“By using the so-called ‘freedom of navigation’ as a pretext,” Putin said, “the coalition is committing grave violations of the law of the sea, without which no war or even a peace settlement can develop in international law.”

He said the U.N. had failed to act on several complaints, including the one he had sent to the U.N. Security Council last week.

Putin also repeated the accusations that Western countries were using “hypersonic weapons” in the region, citing a report by the Russian parliament.

Moscow has in the past repeatedly said that Moscow had no choice but to react when NATO sent two stealth fighters, the F-16 and F-5, over the Barents and the Kaliningrad sectors.
